The Certificate of European Union Citizen, widely known as the "green card," is a key document for citizens of European Union countries who intend to reside in Spain for more than three months. This document confirms your right to residency and is an important step towards full integration into Spanish society.

This certificate is intended for those who plan to:

  • Permanently reside in Spain (more than 183 days a year).

  • Work on Spanish territory.

  • Send their children to Spanish schools.

  • Use other social benefits available to residents.

Even if you own property in Spain but do not reside here permanently, you typically do not need this certificate.

Key Aspect: Tax Residency

It is crucial to understand that obtaining the "green card" and residing in Spain for more than 183 days a year entails tax residency status in Spain. This means you will be required to pay taxes on all your income in accordance with Spanish legislation. It is recommended to consult with tax specialists in advance to understand all obligations and learn about agreements to avoid double taxation, if any, between Spain and your country.

What is required for obtaining the certificate?

1. Valid Identification Document: Your passport or ID card from an EU country.

2. Proof of Financial Means: You must demonstrate having sufficient funds to live for a year. Currently, this is approximately 5,800 euros per year per person. The amount must be confirmed by a bank statement translated into Spanish.

3. Medical Insurance:

  • You can use the European Health Insurance Card (EHIC), which is provided for free in your country and ensures basic medical services.

  • However, it is strongly recommended to obtain private medical insurance from a Spanish company. This will grant you access to private clinics, a wider range of services, and provide greater confidence in case of emergency medical assistance.

4. Payment of Government Fee (Tasa 790): A small fee of about 12-13 euros.

5. Completed Form EX-18: This form includes your personal data.

6. Certificate of Residence (Empadronamiento): Confirmation of your address in Spain.

What the certificate looks like and the outcome

The "green card" is not a plastic card, as in the case of residency permits for third-country nationals. It is a laminated green paper document (or A4 sheet) confirming your residency.

If you are a citizen of the EU and plan to stay in Spain for a long period, obtaining this certificate is a mandatory step for your legal status and access to all necessary services.
